Why it was built this way
The wildcard alone is not enough. A DNS wildcard makes any name resolve; it does not create a vhost and it does not get a certificate. Each name that needs its own content and its own TLS is a real domain in cPanel.
Its document root is separate on purpose. cPanel offers to share the main site's root and that setting is permanent — sharing it here would have made this name a second address for neptune.ly rather than a place to put something.
Nothing here is private. This page is on the public internet, so it carries no internal address, no bank detail and no customer data — only facts about itself. That constraint holds for anything else that lands on this host.
